Processing Of The Refugee Status Immigration Applications.

In 2008, the Washington Visa Center had gotten a monthly average of about two thousand applications for the status of refugees. The provisions to handle those applications were adopted by the world community, and in some cases opposing the norms established by the UN Convention on the Status of Refugees, adopted by the United States in 1968, and this fact may affect the actions of other countries and international law.
On the other hand, as noted by U.S. analysts, this decision of the highest court of the US was a victory for the Clinton administration that initiated the tightening of legal rules to facilitate officials to fight illegal immigration. Among the aspects contributing to the mass emigration from the Soviet Union, and then from Russia and other CIS countries in the U.S. since the late 80′s a special role belongs to the so-called ” Lautenberg Amendment”. This law, passed in 1989, largely simplified the requirements for the INS to certain categories of citizens residing in the territory of the Soviet Union, in granting refugee status to enter the US. Democratic senator from New Jersey, Frank Lautenberg has initiated the legislative bill, the core of which resides within the fact that some categories of citizens who had lived in the USSR, namely Jews, evangelical Christians and active congregation of the Ukrainian Orthodox and Catholic churches were affirmed as persecuted and harassed. Belonging to one of these categories provided a virtually automatic granting of refugee status to enter the U.S. The bill was approved by Congress and then became known as ” Lautenberg amendments”. Although it was originally enacted for one financial year, its the law that has been prolonged periodically.
Enactment of this law had provided for the refugee status to almost 90% of these categories, which was carried out through the interview. To process applications in Washington DC at the same time, a special center had received a total of nearly 1 million applications. Throughout nearly ten years of its existence, the “Lautenberg amendment” refugee status was granted to more than 350 thousand people. The top of departure from Russia and other CIS countries was marked in 1992, when owing to this law the U.S. had welcomed some 61.2 thousand citizens from these countries.
